Q.:  Councillor, we can take stock of the initiatives and projects completed or started after the first 200 days from the appointment of the new Technical Board?

A.:   Sure, First of all I would like to publicly thank the Mayor, Francesco Tagliatatela, of the trust placed in me and the splendid opportunity it offered me for try to make a concrete contribution to the development of our city. It is true, the days are almost two hundred and counting that we also worked during the holidays, I'd say we didn't waste any time. On the other hand, the results they're starting to show up.

Q.:  Let's get started with the biggest problem: technological networks and, therefore, Aqueduct. Of the agreement recently launched water system, there is a lot of talk, even bad news. What do you tell us?

A.:   We had made a commitment to citizens on the issue of “crazy bills” and on the improvement of the integrated water service. The approval by the city council, on October 3rd, of the “New Drinking Water Distribution Regulations”, and a series of others programmatic commitments, represents one important turning point for the city of Giugliano with reference to the old one, e now economically unsustainable, question of tax collection water.
First of all because, after about a year of concertation, in which we listened to a huge number of citizens, in addition to the representatives of category and political forces, a measure was launched based on two important principles: thesocial equity, that is, all users will have to pay for water in proportion to the nucleus family on a flat rate basis linked to average per capita water consumption, and thefinancial balance of local authorities which, as you will know, set the amount to be recovered from 1998 to 2005 equal to approximately 50 million euros. In summary we have "spread" this sum, in a manner fair, on all users.

Q.:  Councillor, Please be more precise. Citizens will really save compared to old bills?

A.:   Look, the Administration's proposal will arrive at every citizen's home with a letter signed by the Mayor and an intense action will start in the next few days information campaign in the mass media, on the Municipality's website, with a toll-free number. To reach the suburbs of the city, some municipal employees will travel in a camper. To everyone the methods of adhering to the New Water Regulation will be clarified.
Briefly I tell you that they are expected savingscompared to the old ones bills, including order bills by 70%. The appearance more important is that everyone users resident since 1998 they will have to contribute to the costs of the service and, if you give me a slogan, “paying everyone we will pay less". Furthermore, everyone will have the meter: the Municipality And install it yourself expenses, in the order of 15 euros, the citizen.  
The famous and disputed 84 euros will disappear from the bill and those who have already paid them will get a refund.
If the citizens trust us, in the next ones months we will also be able to plan interventions for improvement of water quality throughout the territory andincrease in operating pressures of the water network. I am optimistic, I believe that citizens will understand that the proposed solution is the right one e which serves to put an end to a story that has dragged on for too many years. I am convinced that they will agree that it is a goal of civilization for Giugliano.

Q.:  Councillor, You have two other important mandates: “Urban Planning and Environment”. What happens on these fronts, equally vital for our city?

A.:   I have tried to distribute energy across all delegations with the same concentration, do you think that the delegation to technological networks also includes sewerage networks, IT and energy ones.
In the coming months we will bring to the attention of City Council a draft of regulation also for the sewerage service.
Then we are working, together with many municipal employees enthusiastic about the modernization of technological services, to reduce waste and optimize expenses, a times excessive and linked to low performance of services, telephony, internet, electricity.
By Christmas the Municipality of Giugliano will have a plan ad hoc for the optimization of these services and for cost cuts useless.

Q.:  E what were the main environmental interventions…

A.:   In referring to the emergencies of the last few days, I must point out that mine action is carried out in very close collaboration with the Mayor, who has great skills in this regard and has a particular sensitivity for safeguarding the territory as well as knowing its history perfectly last fifteen years.
First of all, I would like to point out that the Council has resolved to establish a legal Task Force so that this can be done declared on environmental disaster on our territory, identifying damages and responsibilities, and asking them possible compensation for all citizens who suffered damage.
But it is not the only tool activated. We have carried out a campaign of chemical-physical investigations to verify the possible groundwater pollution, close by of the consortium landfill Masseria of the Well. Different forms of pollution have been highlighted here and i results were immediately forwarded to the relevant authorities for further investigation characterization and remediation. An agreement with the Sun's Interdepartmental Environmental Engineering Research Center for definition of the main critical issues environmental regarding water, air and soil. We have put out a tender for 21 scholarships for training internships on the city's environmental issues, aimed at young high school and university graduates residents in Giugliano. It was still entrusted to an external company monitoring and relocation plan of antennas for mobile telephony, not to mention that we're here activating for purchase and install a series of detection units of air quality.

Q.:  Respect to reclamation, what can you tell me about the Program Agreement with the Ministry of the Environment and Land Protection. What are the  novelty?

A.:   In following our requests, the Ministry sent a group of technicians specialists who "mapped" the quarries and other polluted sites. Investigations that they pave the way for subsequent ones interventions of reclamation. The Program Agreement provides for important actions for characterization of polluted areas, for the identification of responsibility for the remediation of sites and groundwater. From this perspective, we have asked for the establishment of one Task Force environmental For support the Administration in defining environmental critical issues and interventions redevelopment of the territory.
We are also working to ensure that it is established also a environmental police unit, possibly supported by systems satellite monitoring of the territory, which helps to avoid further actions to damage the landscape and environmental heritage.
 
Q.:  Giugliano It's a national case now. The Ambiente Italia broadcast, with a crew television at the middle school in via Bartolo Longo, underlined the increase disturbing of tumor pathologies.

A.:   A in this regard I believe very much in principle of precaution, sanctioned by the European Union, which states, in extreme summary, that if the causal relationship between pathologies and pollution is not scientifically verified, it is necessary to remove all possible causes of risk for human health.
Therefore any intervention that leads to reclamation of the territory is an action that must be pursued with maximum strength and for everyone institutional levels. In addition to this we have planned in the budget to promote the establishment of an observatory local, together with general practitioners, to monitor the causes of mortality and morbidity and for a systematic study of geographical correlations among some serious manifestations pathologies and location of the most polluted sites.

Q.:  Let's move on to the delegation to Urban Planning, a very delicate topic for our city and which, with an architect mayor, it was hoped he would receive special attention. What can tell us about it?
                    
A.:   Environment and urban planning are issues that I believe the Mayor has showed great attention. Starting from appointment of a new manager at Territorial Planning, the architect Bonaventura Pianese who is working tirelessly and with great passion.
But I'll get straight to the heart of the matter urban planning: many ask us why we can't get the orders to demolish illegal works. Well the reason is simple: continua amnesties that have taken place over the last twenty years (law 47 of 1985, llaw 724 of 1994 n. 724, the decree law 269 of 2003) have harnessed the activities of the Administrations, such as the ours, who wanted to combat the phenomena of illegal construction. You think from the first amnesty, the Municipality received more 18,000 applications for building amnesty on an average of 25,000 family units. Today, it must be said harshly, it is the amnesty law that has legitimized the current one urban configuration of our district. We can only now think about redevelopment actions of the urban fabric, with the strengthening of public services, with the increase in green areas and their equipment, with plans that standardize them facades and the colors of the buildings.
Clean up and Retrain they are the words of order. I am convinced that Giugliano can do it, the territory has many resources. 

Q.:  In short, he is really the councilor of the task forces. In addition to the legal one on the environment desired by the entire council, has had one appointed to assist the aqueduct office, another for illegal subdivisions and one for building amnesty practices.

A.:   How the Mayor often says, citing the report of the inspector Dr. Umberto Half of the Ministry of Economy and Finance, the number of employees currently in service is 292 units including the traffic police (about 80) and is "far lower than to the total number of employees expected in the workforce, equal to 596 units who, if compared, then, to the average employee/population ratios (average ratio of 1/80 equal to 1,264 employees), relating to the class to which the Municipality of Giugliano in Campania belongs, show the institution's inability to cope with management ordinary".

Q.:  Words of the ministry therefore...

A.:   Sure and therefore, together with the other members of the Council, we thought that one valuable tool to accelerate the development process was to resort to external forces to be involved, in various capacities, to strengthen the human resources and address now crystallized problems.
To give just two examples, related to what we were saying before, there are still further about 14 thousand building amnesty practices still to be escaped, which prevent the people to make bank loans, to modernize properties, to issue licenses commercial, to give just a few examples.
The Building Amnesty Task Force is lending a hand decisive: we hope to process hundreds of cases by the end of the year.
Alongside this we are working on reconstitution of the Planning Office with the aim of adapting our current urban planning instrument pursuant to new regional legislation, law 16 of 2004, and to design the urban rehabilitation and recovery interventions of the municipal territory to which I mentioned before.

Q.:  In short, many objectives achieved. What direction are you following?
      
A.:   E these are just the most important ones in my Department, think about those too of my other fellow councilors, of the Mayor himself. The team of government is very close-knit and has received a specific mandate in the Council municipal: work quickly in the interest of the city, this is the main direction.

Q.: And yet this technical executive seemed to have been put together only to vote on budget. Now, however, it seems that trust is growing. In your opinion, which ones are the moods of the Council?

A.:   First of all I specify that we are and remain a technical council. And more than a “a council of emergency", as some councilors defined us, I would say that we are one “emergency” council.
City emergencies that don't just depend on mismanagement of this or that administration. I believe, for example, that the environmental emergencies are linked to much more complex and supra-related scenarios municipal. You see, for technicians to be able to make a contribution to the resolution of a series of problems, more or less urgent, is nevertheless a recognition of esteem and a precious opportunity to make one's ethical and professional contribution.
However we have gone further, I believe, we have I put my heart into it and I hope people recognize that Mayor Tagliatatela has done it a responsible choice. If he had left he would have left the city in nurse to another Prefectural Commissioner which would, I'm sure, only exacerbate many of the city's problems. Enough think about the management of the collection of water taxes which finds its roots in the previous commissioner regulation.
This is why we accepted the nomination: to avoid another commissionership, however sense of responsibility.

Q.: Yes, but what is the current situation. You have truly earned the trust of advisors or should we expect surprises?

A.:   Not I wanted to evade the answer to your previous question: I think the council is doing them interests of the city, exclusively those, and in this way I hope it is also conquering the trust of the majority city councilors. Therefore the relationships are very good, of respect and autonomy on the one hand, of collaboration and encouragement, on the other, to always do better.

Q.:  E of the political crisis which still affects many political forces to the Taglialatela Administration?

A.:   Look we think about doing our part as administrators called "by the Mayor" a lend a hand “to the City”. If you still ask for my opinion, I believe that, however the good of Giugliano, of the center left and of representative democracy, I can only hope for the intensification of dialogue and the normalization of democratic process of political participation in the administrative life of our city.

Q.:  One last one question: what are your next challenges?

A.:   We have to start the construction sites foreseen by the PIT projects financed by the POR Campania, both that of the Domitio coast and that of the Giugliano area.
The projects concern the redevelopment of walk by the sea along the shores of Giugliano, the creation of a wide archaeological park in the excavation area of ​​Liternum and the safety and redevelopment environmental of some abandoned quarries.
Then the start of the construction site for the redevelopment of some important arteries: I am referring to the stretch of roads that starts from the Appia, to the border with Aversa, passing through Via Verdi, up to the new one Cemetery, where the renovation of the sewerage and headquarters is planned road, lighting and the creation of a cycle path.
       There they must then be unlocked, together with the architect Pianese and the precious items suggestions from the council commissions, the plans subdivision agreement in the forms that can guarantee i greater benefits to the community.

       Furthermore, we would like to present to the political forces, who have asked us several times City Council to intervene in this regard, a proposal for the constitution of one public company for management of the Integrated Water Service in the hope of modernizing and strengthening the aqueduct and sewerage services.
